Pursuant to decree of the Mayor of Moscow dated July 19, 2007 No. 44-UM On Executive Bodies of the City of Moscow and orders of the Moscow Government dated September 25, 2007 No. 832-PP On Executive Bodies of the City of Moscow to which the Mayor’s Office and the Government of Moscow Provides Human Resources, Finances and Resources, dated December 18, 2007 No. 1101-PP On Establishment of the Office of the Mayor and the Government of Moscow and dated October 2, 2007 No. 869-PP On Establishment of the Department of Foreign Economic and International Relations of the City of Moscow with a view of improving and optimization of the executive bodies structure of the city of Moscow and increasing efficiency of their activities, the Government of Moscow hereby orders: 1. Acting Mayor of Moscow V.I. Resin Exhibit REGULATIONS 1. General Provisions 1.1. The Department of Foreign Economic and International Relations of the city of Moscow (the “Department”) is a functional executive body of the city of Moscow whose function is to develop and implement the policy of the city of Moscow in the area of foreign economic and international relations, including intersectoral coordination and functional regulation, and in the area of cooperation between Moscow and foreign cities and regions, international organizations, attracting of foreign investments to Moscow and protection thereof, participation in implementation of the state policy with respect to the compatriots abroad and other programs of the Moscow Government. 1.2. The Department shall operate in accordance with the Constitution of the Russian Federation, international treaties of the Russian Federation, federal laws, other regulatory acts of the Russian Federation, the Charter of the city of Moscow, laws of the city of Moscow, other regulations of the city of Moscow and these Regulations. 1.3. In connection with performance of its functions, the Department shall interact with the executive bodies of Moscow, federal executive bodies, executive bodies of the political subdivisions of the Russian Federation, local government bodies and organizations, including international, diplomatic and other representations of the Russian Federation and of Moscow abroad. The Department shall in accordance with the established procedure and within its competence maintain relations with diplomatic and other representations of foreign countries and regions thereof, and with representations of international organizations accredited in the city of Moscow. 1.4. The Department is a legal entity, it has a letterhead and a seal with the image of the Moscow coat of arms, and a seal with the image of the State coat of arms of the Russian Federation and its name, the relevant seals, letterheads and stamps, accounts with the treasury bodies and accounts with the credit institutions in accordance with the procedure and on the terms set forth in the Moscow regulatory acts. 1.5. The Department shall have jurisdiction over the subordinate state unitary enterprises of Moscow, state institutions of Moscow, representations of Moscow abroad. 1.6. To the extent of its competence, the Department shall adopt regulatory acts in the form of orders and instructions binding upon the Department's staff and its subordinate enterprises and institutions. 1.7. The Department's operations shall be funded out of the funds allocated in the Moscow budget for funding of the executive bodies of Moscow. 1.8. The staffing of the Department shall be the responsibility of the Mayor's Office and the Government of Moscow. Provision of resources, financial, social services and housing shall be the responsibility of the Mayor's Administration and the Government of Moscow. 1.9. The Department shall have its registered address at: 125032, Moscow, Tverskaya Street, 13. 2. Key Objectives and Functions of the Department 2.1. The key objectives of the Department are the following: 2.1.1. Development of the strategy of communications of Moscow in the area of international cooperation with foreign partners and submission of the relevant proposals to the Moscow Mayor. 2.1.2. Development of and participation in implementation of the unified policy in the area of foreign economic and international relations of Moscow, policy in the area of attracting foreign investments into the economy of Moscow and protection thereof. 2.1.3. Cooperation between Moscow and international (including regional) organizations, including participation of Moscow in their activities as a member, and coordination of participation of the Moscow executive bodies in international organizations. 2.1.4. Coordination of international cooperation of the Moscow executive bodies with foreign partners with a view to implementing a unified policy of the city of Moscow in the area of foreign economic and international relations and exercise of international rights and obligations of Moscow. 2.1.5. Coordination of the activities of the executive bodies in attraction of foreign investments into the city programs and projects, development of measures to increase attractiveness of the city programs for foreign investors and formation of the investment projects data base. 2.2. In line with its objectives, the Department shall perform the following functions: 2.2.1. Establishment and development of relations with capital cities, cities, regions and other administrative units of foreign states, governmental bodies of the political subdivisions of the foreign states with a view to developing a bilateral trade, economic, scientific, technical, humanitarian, cultural and other international cooperation, exchange of best practices in management and municipal services and facilities. 2.2.2. Organization of communications with the Russian and foreign audience to distribute information regarding the international activities of the Moscow Government. 2.2.3. Management and control over the activities of the Moscow Houses and representations of the city of Moscow abroad. 2.2.4. Coordination of implementation of the Moscow policy of support of compatriots abroad, preparation and performance of the municipal programs with respect to compatriots abroad. 2.2.5. Organization of visits of the Moscow Mayor and delegations of the Moscow Government abroad. 2.2.6. Organization of visits and meetings in Moscow with foreign delegations invited by the Moscow Mayor and the Government of Moscow. 2.2.7. Procuring preparation and conducting of meetings of the Moscow Mayor and members of the Moscow Government with foreign delegations and representatives. 2.2.8. Prepares travel documents in connection with foreign travel of the Mayor and members of the Moscow Government, directors and staff of the Mayor's Office and of the Moscow Government, directors of the Moscow executive bodies, and organization of visa support to foreign representatives invited to Moscow by the Mayor and the Government of Moscow. 2.2.9. Making arrangements for international official events in which the Moscow Mayor and other official authorized representatives of the Moscow Government participate. 2.2.10. Formation of a Consolidated Plan of International Relations of Moscow and supervision over its implementation. 2.2.11. Preparation and reporting to the Major and the Moscow Government of proposals concerning participation of the representatives of the Moscow Government in international events conducted in the Russian Federation and abroad. 2.2.12. Organization of activities aimed at increasing the international reputation and image of Moscow. 2.2.13. Performance of functions of a municipal client in implementation of a special-purpose program of support to compatriots abroad and strategic international events in which the Moscow Mayor and the Government of Moscow participate. 2.2.14. Coordination of activities of the Moscow executive bodies in the development of the Moscow export and import optimization. Rendering assistance to the development of export operations of the Moscow enterprises, promotion of their products in the foreign market. 2.2.15. Representation of Moscow before the federal governmental bodies which regulate foreign economic and international relations and which control the activities of the legal entities with a view to preventing damages to the city of Moscow. 2.2.16. Acting as a state client in procurement of goods, performance of work, rendering services for the state needs of Moscow in accordance with the procedure set forth by the federal laws. Conducting in accordance with the established procedure tenders and entering into state procurement contracts for goods, work or services for the state needs to the extent of its competence, including with participation of foreign companies. 2.2.17. Preparation of analytic and informational materials concerning the international cooperation of the city of Moscow. Provision to the governmental bodies of Moscow with information on foreign economic activities and international relations. Rendering methodical, advisory and information support to them. 2.2.18. Coordination of sending delegations and individual representatives of the Moscow Government and the Moscow executive bodies on business trips abroad, organization of sending delegations of the Moscow Government on business trips abroad and rendering assistance to the Moscow executive bodies in sending their representatives abroad. 2.2.19. Arranging for creation of favorable conditions for operation of foreign businesses in Moscow and exercising control over performance of the Moscow's obligations to foreign business entities, taking measures to protect foreign investments. 2.2.20. Exercising other functions pursuant to the federal laws and other regulatory acts of the city of Moscow. 3. Rights of the Department In line with its functions, the Department shall have the right to: 3.1. Develop and make in accordance with the established procedure to the Moscow Mayor and the Moscow Government proposals on matters related to development of international cooperation between Moscow and foreign partners and international organizations, and proposals concerning entering into agreements on international and foreign economic relations on behalf of Moscow or on behalf of the Moscow Government. 3.2. Develop and implement the Moscow programs related to development of international cooperation based on the interests and needs of the social and economic development of Moscow. 3.3. Prepare, approve, enter into, register and implement in accordance with the established procedure of agreements on international and foreign economic relations, programs and other bilateral and multilateral documents of Moscow, monitor performance of agreements, programs and other documents entered into by the Moscow executive bodies with foreign partners, including on behalf of the Moscow Government. 3.4. Initiate and develop draft laws and other regulatory acts of Moscow on matters of international cooperation of Moscow. 3.5. Initiate creation and coordinate the activities of bilateral and multilateral working commissions and groups for cooperation established in connection with the Moscow's relations with foreign partners (cities and regions). 3.6. Initiate creation of Houses and representations of Moscow abroad, coordinate and monitor their activities. 3.7. Issue approvals to the Moscow executive bodies of official press releases on matters related to international cooperation of the Moscow Government, including publication of dates of the proposed visits of the senior officials of the city abroad, visits to Moscow of foreign delegations and representatives invited by the Moscow Mayor and the Moscow Government. 3.8. Analyze the implementation of the municipal policy in the area of foreign economic and international relations of Moscow, and rating of public opinion on matters of foreign economic and international relations of Moscow in Russia and abroad. 3.9. Analyze regulatory acts of the Moscow Government on matters related to the area of the Department's activities, prepare in accordance with the established procedure of draft regulatory acts of the Moscow Government on making the relevant amendments, recognition as having lost force of certain norms or regulatory acts of Moscow which contradict the newly adopted federal regulatory acts and/or regulatory acts of Moscow or which have become irrelevant. 3.10. Organize in accordance with the established procedure a review of draft agreements related to international economic cooperation, including investment agreements, to be performed through engagement on a contractual basis of research and development and other organizations and other entities, and specialists, experts and translators, including foreign, to develop the proposals, draft agreements on international cooperation which require expertise in international and national laws of foreign countries. 3.11. Participate in preparation and implementation of foreign economic projects within the framework of cooperation agreements and programs entered into by the Moscow Mayor and the Moscow Government with foreign partners, including business entities, and of instructions issued by the Moscow Mayor and the Moscow Government. 3.12. Organize conferences, seminars, round table conferences with the representatives of political, public, scientific, cultural communities, governmental bodies of foreign countries and their administrative units on international topics. 3.13. Organization of scientific research and development activities in the area of foreign economic and international activities. 3.14. File claims with the courts of law and arbitration courts seeking protection of state and public interests in cases set forth by the federal laws. 3.15. Organize creation and maintaining web-based informational resources on topics covered by the Department's competence. 3.16. Keep Register of Representations and Representatives of Cities and Regions of Foreign States – Partners of Moscow, and representations and representatives of Moscow abroad. 3.17. Keep Register of international agreements entered into by Moscow. 3.18. Participate in formation of the data base of foreign entities showing interested to partnership in foreign economic and international cooperation to analyze their business reputation and experience in the interests of economic safety of Moscow. 3.19. Coordinate and approve training and additional training programs for personnel of the Moscow executive bodies implemented with participation of foreign partners. 3.20. Obtain pursuant to requests from the Moscow executive bodies, local government bodies and other municipal organizations regardless of their legal form and subordination, documents, information and other materials necessary to make decisions on matters within the competence of the Department. Provision of information to such bodies and organizations. 3.21. Exercise functions of the chief administrator of funds from the Moscow budget with respect to the budget appropriations (limits of budgetary obligations) approved by the laws of Moscow on the budget of Moscow and consolidated budget items. 3.22. Administrate the revenues of the Moscow budget with respect to the funds determined by the regulatory acts of the Moscow Government for the next fiscal year. 3.23. Use data banks of the Moscow Government. 3.24. Develop draft laws and other regulatory acts of Moscow; review and approve proposals submitted by the Moscow executive bodies, structural divisions of the Mayor's Office and of the Moscow Government and various organizations, submit and approve the regulatory acts of the Mayor and the Government of Moscow on matters of international cooperation. 3.25. Submit to the Mayor and the Moscow Government proposals on creation, if necessary, of inter-departmental, coordination and expert commissions and working groups on matters of foreign economic and international relations of Moscow, including with foreign partners. 3.26. Organize and conduct inter-departmental coordination meetings with the Moscow executive bodies on matters of foreign economic and international relations of Moscow, including an annual coordination meeting of the Moscow executive bodies. 3.27. Make in accordance with the established procedure proposals concerning formation of organizations the objectives and purposes of which are directly related to the matters which fall within the competence of the Department, supervise their activities and represent the Government of Moscow in them. 3.28. Make in accordance with the established procedure proposals to the Moscow Mayor and members of the Moscow Government concerning formation of their working plans related to the international cooperation of Moscow. 3.29. Represent in accordance with the established procedure the Moscow executive bodies in connection with the international relations of Moscow before foreign and Russian governmental authorities. 3.30. Determine the subject, objectives and purposes of organizations reporting to the Department, approve their charters in accordance with the established procedure and approve their work plans. 3.31. Pursuant to the federal laws:

Enter into in accordance with the established procedure and within its competence agreements with organizations and individuals with a view to exercising the powers vested in the Department. 3.33. Initiate and conduct study of feasibility for the city of Moscow to participate business projects aimed at establishing mutually beneficial business relations with the compatriots abroad. 3.34. Exercise other rights pursuant to the federal laws, laws and other regulatory acts of Moscow necessary to achieve objectives and perform the functions of the Department. 4. Procedures and Management of the Department 4.1. The Department shall be headed by the Director to be appointed and removed by the Government of Moscow. 4.2. First Deputy Directors and Deputy Directors of the Department shall be appointed and removed by the Government of Moscow on proposal of the Director of the Department. 4.3. The Director of the Department shall:

The employees of the Department holding the positions which are classified as positions in the state civil service of the city of Moscow pursuant to the Register of Positions in the State Civil Service of the City of Moscow, shall be state civil servants of the city of Moscow. They shall be subject to the state civil service laws and labor laws to the extent consistent with the state civil service laws of Moscow. Employment agreements may be executed with other employees who are not state civil servants of the city of Moscow, if so required to perform certain functions. 4.5. The Department shall consist of divisions and units which shall operate on the basis of these Regulations and the regulations on structural subdivisions approved by the Director of the Department. 4.6. The Board of the Department shall be formed the composition of which shall be approved by the Director of the Department. At its meetings the Board shall resolve on critical matters of the Department's competence. The activities of the Board shall be governed by the Regulations on the Board of the Department of Foreign Economic and International Relations of the City of Moscow. The decisions of the Board shall be approved by protocols, orders and/or instructions of the Director of the Department. 4.7. Pursuant to a decision of the Head of the Department provisional and standing commissions, steering committees, event coordination teams, working groups and councils of the Department may be formed. 4.8. Research, expert and advisory commissions and working groups of the Department may be formed to resolve on matters within the Department's competence. 4.9. The Department shall prepare and maintain archive records in accordance with the federal laws and the laws and regulations of the city of Moscow on archives. 5. Control over the Department's Activities 5.1. The Department's activities shall be controlled by the Government of Moscow. The Department shall report to the Government of Moscow on an annual basis. 5.2. The Department shall submit accounting and statistical reports in the established manner and within the established periods. The activities of the Department shall be audited by the bodies authorized by the Government of Moscow, and the entities authorized to conduct such audits in accordance with the federal laws. 6. Amendments to these Regulations, Reorganization and Liquidation of the Department 6.1. Amendments to these Regulations shall be made by an order of the Government of Moscow. 6.2. Reorganization and liquidation of the Department shall be effected in the manner set forth in the federal laws on the basis of the order of the Government of Moscow. 6.3. In case of liquidation of the Department its documents shall be deposited with the Main Archive Department of the City of Moscow or an entity designated thereby for custody in the established manner. | Moscow External Economic RelationsMoscow International Relations |
