Houses of Moscow AbroadKey Principles of Establishing and Governing Houses of Moscow Abroad
The city of Moscow establishes new and reorganizes existing entities abroad under the joint name ‘House of Moscow’ according to the following principles and methodology:
- The Houses of Moscow are created to enable efficient partnership between Moscow’s executive agencies, organizations and enterprises and their foreign partners in the economic, science and technology, cultural and humanitarian domains.
- The prime criterion to open a House of Moscow is mutual interest of the parties in developing and expanding their business partnership.
- The Houses of Moscow are established in accordance with decisions of the Government of Moscow, usually based on an arrangement with foreign partners.
- General management and coordination of the Houses of Moscow is assigned to the Department of External Economic and International Relations of Moscow in accordance with its Regulations.
- A House of Moscow is a multi-business organization.
- The Houses of Moscow generally function as self-supporting entities benefiting from the proceeds of their commercial activity.
- The Houses of Moscow are administered by the state unitary enterprise ‘Moscow Center for International Cooperation’, which is subordinate to the Department of External Economic and International Relations of Moscow.
- The Houses of Moscow are vested with a right to appeal directly to the city’s executive agencies.
- Heads of the Houses of Moscow coordinate their activities with embassies, general consulates and trade delegations of the Russian Federation abroad.
